Melba Militante
Chief Executive Officer, Phoenix Virtual Solutions, PMP, CSM
Former hospice administrator. More than two decades inside U.S. healthcare operations. Melba Militante is now leading the team that trains and places Virtual Medical Assistants with home health agencies, hospice organizations, and specialty practices across the United States.
About Mel
Melba Militante, known to colleagues and clients as Mel, is the Chief Executive Officer of Phoenix Virtual Solutions (PVS), a healthcare virtual staffing company. Phoenix VS places trained Virtual Medical Assistants (VMAs) with U.S. home health agencies, hospice organizations, and specialty medical practices.
Mel is not an outsider in the virtual staffing industry. She spent more than 20 years working inside U.S. health systems. Her experience spanned acute care, managed care, and skilled nursing. Moreover, she held leadership roles at Providence Health & Services, Molina Healthcare, St. Joseph Health System, and Regency Health. In summary, in those roles, she led large-scale operational projects that delivered multi-million-dollar gains in efficiency and cost savings.
She then moved directly into post-acute care. As the licensed administrator of a Medicare-certified hospice agency, Mel personally ran day-to-day operations, i.e., staffing, scheduling, intake, compliance, and survey readiness. As a result, that experience gave her working knowledge of the Medicare Conditions of Participation. The same with the federal rules that govern hospice and home health under 42 CFR Part 418 and 42 CFR Part 484. She now uses that knowledge to build how Phoenix VS recruits, trains, and supports every Virtual Medical Assistant.
Why Phoenix Virtual Solutions
Phoenix Virtual Solutions was created to close that back-office gap. Mel’s view is simple: a call center answers the phone, but a Virtual Medical Assistant helps run the practice. Phoenix VMAs are skilled healthcare professionals working remotely. They handle prior authorizations, eligibility verification, billing support, care coordination, and electronic health record (EHR) management. They are trained by people who have actually run clinical operations,
How Mel Leads
Mel's leadership philosophy is to hire people who are better than she is at their piece of the work, then get out of their way. She describes it as leading from behind: clearing the path and letting the team run.
She also believes growth is a permanent mindset. Learning is not optional at Phoenix VS, and every team member is expected to be capable of more than what their current role requires. Mel models this herself. She has recently gone deep on search engine optimization, answer engine optimization, and AI prompting because she wants to understand how clients find and evaluate a staffing partner today.
And she is direct about one thing with the home health agency owners she works with: a business needs its leader to be well, not just present. Leader burnout is a business risk, not a character flaw. Support staff is not overhead; it is what makes growth survivable.
